The central square is the main recreational space of the city, as well as an important event platform. Together with the adjoining sections of Lenin and Kalinin streets, it forms the urban core - the city center. This territory is a key link in the system of public spaces of the city, and its development is an important step towards the formation of a comfortable urban environment. The concept involves the preservation of the main functions of the place - event, transit, trade, as well as the creation of new functional zones, including recreation areas, photo zones, a sports zone, children's play spaces, and a youth zone.

The concept is based on the identity and "spirit" of the place, the character of the city is reflected in the elements of improvement. "The Path of Opportunities" is a collective image of the existing paths in the city. It combines the existing paths - the Great Siberian Way - Transsib, highways, the Khilok River as the "Path of the Pioneers", "The Path of Time" - the thread of the archaeological finds of the area, the cultural path of the formation of the territory at the junction of Western and Eastern cultures. And based on them, it forms the paths of the future - in connection with the implementation of the project, the tourist flow in the territory increases, and, consequently, new tourist routes appear.

Also, the new space contributes to the realization of the creative potential of residents - the "path of creativity", and the identity of the place identified and reflected in the improvement suggests the city "its own path".
