The concept of filling the territory of the Chekhov Power Engineering Plant as part of a comprehensive work on the development of a master plan for the territory. A prerequisite for the development is changes in the production process of the plant, accompanied by the release of part of the territory, vacant space inside the production and administrative buildings and structures, and engineering capacities.

The peculiarities of the location of the plant in the structure of the city, the richness of the site with existing and potential territorial ties, the close mental, social and cultural connection between the cohabitants of the adjacent territories, as well as the historical and cultural potential of the place, make this site an important urban development hub for this part of the city of Chekhov and the urban district as a whole.
