Shilka is famous for its people, their hard work and achievements. Here, in the workshops, experienced hands create a variety of products. Residents are the main protagonists of the new urban space and the engines of the new economy. The design area, in its turn, is to become a "showcase" for the products of local producers — farmers and craftsmen, new landscaped areas and facilities — platforms for the disclosure and realization of creative potential. In the "City of Craftsmen" conditions are created that allow not only professionals to scale up, but also new specialists to emerge.

The concept proposes: to form a "green axis" of the city, gradually improving the adjacent public spaces. To run a vacant building and create an educational and production cluster — the "Workshop" Technopark.
Create a Street of Masters — a space leading to the technology park with the work of craftsmen, art objects, exhibition booths. Activate city market, uniting local producers. Improve Lenin Street and start the process of bringing facades and information structures to the same stylistic solution. Create a youth space, including both open spaces and a place for self-actualization. To re-designate Club Street leading to the viaduct as the first pedestrian priority street. Create the first park with a diverse composition of Transbaikalian plants, where plein air events for the children of the School of Arts can also be held. Improve and equip the cultural event square, opening new opportunities for creative groups of the city and the district.
