The task of the territorial planning documentation is to prepare the urban planning documentation for the implementation of the Trade Axis project.

The aim of the project is the renewal and preservation of the historical image of the whole central part of Irkutsk, and also the creation of comfortable and integrated architectural environment, the formation of a pedestrian route full of shopping facilities, public and recreational spaces interconnected with each other.

Fixing intra-block passageway decided through the installation of the boundaries of the planned placement of capital construction, beyond which construction is prohibited. The layout project in some blocks defines borders of land plots (territories) of common use which are intended for placing pedestrian passages, squares, and boulevards.

The main task of the development of measures to change the traffic organization scheme was to provide accesses to the planned off-street parking, reducing the transit traffic flows. In addition, the most important condition for improving the economic efficiency of the area was to ensure a comfortable urban environment for pedestrian visitors, which is provided by the redistribution of street parking. The project proposed to limit the individual transport on some sections of the streets, measures to create multiple crosswalks at ground level, narrow red lines are fixed, cross street profiles with wide sidewalks, bicycle lanes are fixed, the location of intercepting parking, parklets are determined.
Planning design in accordance with the approved master plan provides for the establishment of zones for the planned placement of capital construction projects of local importance in the urban district:
— Kindergarten in the 133rd quarter for 80 places;
— Kindergarten in block 119 for 120 places
— elementary school in block 104 for 240 pupils.
— Setting the boundaries of the planned placement zones for other capital construction projects.

On the whole the project envisages construction of housing on 93 thousand m2 total area, trade enterprises on 50 thousand m2 trade area, catering establishments on 1900 seats, office premises on 26 thousand m2, underground and multilevel parking on 3400 parking places.

In the rules of land use and development fixed the boundaries of the planned accommodation areas of capital construction, as well as it is specified that these boundaries should be provided with free passage. The maximum height of buildings, structures and constructions was fixed, the percentage of development of a land plot was reduced, a minimal percentage of landscaping of a land plot was established and the norms of large-size trees placement were spelled out. Reduced the rate of parking spaces to be placed on the land, prescribed the specifics of placement of advertising and information structures, finishing materials allowed to use, color scheme of facades.
