Neryungri is one of the last centers of Soviet territorial-industrial complexes, receiving city status in 1975. The basis of the city's economy was and remains coal mining. Transport is well developed here, the airport accepts all types of aircraft, the Amur-Yakutsk railway and the Lena federal highway pass through Neryungri. The population is about 60 thousand, and taking into account the agglomeration, more than 74 thousand people. This is the second largest city in Yakutia.
We carried out a lot of work with residents, thanks to which we identified the main requests: the installation of leisure and sports facilities, the modernization of healthcare, comprehensive and high-quality improvement of public spaces, and renovation of housing stock. One alarming indicator is that 27% of residents are planning to move to another city. Therefore, one of the main objectives of the master plan is not just to make the city comfortable for Neryungrin residents, but also to make it attractive to new residents.
At the same strategic sessions, the city’s mission was developed and agreed upon - an industrial and mining center of a new generation. Projects for the development and processing of natural resources in South Yakutia are managed from here, and high-quality urban services are available here.
The target development scenario is formed according to the “matryoshka” principle: now Neryungri has all the signs of a single-industry town, by 2030, due to projects for the development of the mining industry, industrial and urban services, the city will become more “sustainable”. At the second stage of implementation of the master plan, a transition to a new quality of economy through the development of the processing industry is possible.
The main advantage of Neryungri is that the city was initially designed and built for one hundred thousand inhabitants. Both its infrastructure and its layout make it possible, when launching new projects, to complete the city with the necessary modules, including housing of various types, social and commercial infrastructure.
This quality makes Neryungri a base for further industrial development of the East of Russia. It is much more effective to strengthen existing cities than to build new ones in conditions of shortage of people and resources.
We also took into account the fact that in Neryungri there is winter 8 months a year and decided to develop 2 master plans:
— The green master plan is based primarily on the development of a system of connected public spaces. The short summer becomes bright due to a convenient permeable system of pedestrian connections, a system of bicycle paths is being laid throughout the city, existing green areas in the city center are being improved, which, in principle, make it possible to make Neryungri a garden city.
— The white master plan reveals the theme of a winter city, which includes solutions aimed at the comfort of residents during the cold season. The principle is revealed in the formation of “warm corridors”: clearing priority streets from snow, installing warming elements of the urban environment, warm stops, and warm pavilions in public spaces. Thanks to this solution, residents will be able to comfortably travel on foot from one point of attraction to another.
Together with all participants in the development of the master plan, we identified priority areas for the city’s development: new residential development, educational, medical and business facilities, projects for the improvement of public spaces. It is worth considering that implementation requires modernization and construction of the city’s engineering and transport infrastructure facilities. As part of the 1st stage of implementation of the master plan, a list of 24 key projects in 6 areas was formed.
