COGNITIVE ENVIRONMENT AS A BASIS FOR SUCCESSFUL CITY DEVELOPMENT
The development strategy of Tomsk region and strategic documents of Tomsk city determined that the main direction of the city development is the development of scientific and educational complex. In order to implement the strategic priorities of the city’s development, the INO Tomsk 2020 project, which includes the development of universities, innovation complex, and urban environment, was developed and approved at the federal level.

The project area is located in the central part of Tomsk and is bounded on the west side by the Tom River, on the north side by the Ushayka River, on the east side by Lenin Avenue, on the south side by the exit to the communal bridge. The design area includes lands formed during the construction of a new engineering protection structure (dam) along the Tom River.

Approaches to the organization of the system of public spaces are based on the preservation of the historical meanings of the area and the established scale of the street network and large gardens and parks. One of the main objectives of the project is to give the urban center exits to the river, to connect the bank and coastal areas with a well-organized system of public spaces.

The main function of the new construction in Tomsk embankments is preserved — Dwelling. Low-rise homestead housing is certainly preserved in Tatarskaya Sloboda. It is also proposed to preserve this type of comfortable housing in the neighborhoods around the White Mosque and above the Moskovsky Trakt on the lower platform to A. Ivanov Street.
Mid-rise housing continues to spread in neighborhoods where it already exists — the center near Moskovskiy Trakt, the southern neighborhoods near Moskovskiy Trakt. This is where the housing development is being modernized and supplemented with new housing, in the districts from Nakhimov to the north and from Moskovsky Trakt to the east. On the bump at the approach of Nakhimov Street to the bridge, accents of higher storeys are appropriate.

Special attention is paid to the main cultural and historical value of Tomsk — its unique heritage: the historical wooden buildings — the complex "Tatar Sloboda", which is included in the boundaries of the projected area. The concept of development of the historical territory "Tatarskaya Sloboda-Zaistoche" assumes maximum preservation of the existing function — residential, with the active introduction of the possibility of formation in the revived (restored, reconstructed, regenerated, recreated) historical building rental housing for professors, students and employees of universities.

It is planned to form a new urban center and a modern "facade" of the city from the side of the Tom River — on the specified territory will be built residential quarters of "business" and "comfort" classes, modern office and congress center, hotel complex, large shopping and entertainment complex and infrastructure facilities of Tomsk universities to ensure their competitiveness at the world level (student campus).
