The conceptual design developed and clarified the main provisions laid down in the Tomsk State University Territory Development Concept (developed in 2013).

In the project, the main compositional axes that form the unified structure of the territory of Tomsk State University are:
1. Town-planning axis (ensemble) extending from the University Grove, the main building to the University Lake.

2. A pedestrian path that connects recreational areas and public spaces of the territory in a through system (University Grove — University Lake).

3. Transverse pedestrian and bicycle pathways that provide interpenetration of the three universities and the city with each other and with the adjacent urban area.
4. A functionally rich multi-level axis — the Universum building and transitions linking it to the main building of TSU through the Cultural Center. This axis is intended to unite the disparate TSU buildings located on the territory into a single system, ensuring the formation of closed and open courtyards and squares, with an emphasis on the intersection of streams and planning junctions. The project is based on the creation of a continuous green system of public spaces.

It is envisaged to preserve and develop the existing amount of greenery, as well as the development of new green areas (landscaping of the University Lake embankment, the creation of public gardens and landscaping of the main square Gaudeamus).
