A TRIBUTE TO THE HISTORICAL AND CULTURAL HERITAGE OF TOMSK
Projected quarter, as a typical and unique fragment of the urban environment of Tomsk. Typical because it occupies an ordinary place in the urban structure of the central part of the city. Unique in that in terms of planning, stands out from the surrounding structure by changing the rectangular grid of streets — a change of rectilinear Herzen street layout. But, above all — in the fact that it is located within the area of complex preservation of historical wooden buildings landmark place "Preobrazhenskaya zone" and largely still preserves the perimeter of wooden buildings with manor parcels of sites.

A pre-project analysis of the situation identified a significant need for the city to have a specific type of rental housing specifically designed for students. To date, this type of housing is virtually absent in the central part of Tomsk, and the need for it is filled by the existing housing stock for rent. It consists of apartments of multi-storey buildings that are privately owned and permanently or periodically rented out by their owners.

The need of Tomsk institutions of higher education for a somewhat different type of rental housing is predetermined — it is intended for guest professors of the highest qualification — domestic and foreign professors.

It should also be noted the chronic shortage of parking and parking spaces in the city for daily storage and parking of personal vehicles.

Prospective functional use of the territory is defined in this concept as follows:

1. Creation of a complex of rental housing for Tomsk university students with a full range of sociocultural and consumer service facilities (as well as communication, entertainment, catering, sports, office services, etc.), including an expanded scope of areas designed to serve the population of the adjacent neighborhoods, as well as occasional service of target consumer groups.
2. Formation of "Premium" (top) quality class rental housing complex for the faculty of Tomsk universities.

3. Arrangement of an underground parking lot for 277 parking slots to meet the parking needs of the residents of the surrounding area.

Besides solving the tasks outlined above, the project is focused on the development and improvement of the status of the Preobrazhenskaya Zoo landmark. The territory is used in full compliance with the provisions of the Historical and Architectural Baseline Plan of Tomsk concerning the boundaries of the landmark site "Preobrazhenskaya Zoo".

One of the main provisions of this project is a proposal to restore that part of the historical perimeter of wooden buildings, which was subjected to loss in previous years. In order to revive the unique objects of wooden architecture, the concept provides for the restoration of the perimeter of the historical wooden buildings and filling the vacant areas with the revived objects of historical and cultural heritage of Tomsk, either once located in this place, but subsequently lost, or located in other places of the city and also irrevocably disappeared.

The existing historic wooden buildings are to be restored and converted into "Premium" rental housing for faculty.

As part of the project, an investment program has been developed that includes several mechanisms to intensify the use of those plots that are currently in private ownership.
